Overview:
We are a rapidly growing payment technology company delivering cutting-edge solutions to global partners. To support our expansion and strengthen client relationships, we are seeking a Head of Development who will strategically lead the entire engineering organization, overseeing multiple product lines, development teams, and team leaders. This role combines high-level technical leadership, strategic planning, and team scaling with the ability to influence product and business outcomes.
The ideal candidate comes from a payments or white-label payment platform background, has deep hands-on expertise in Java and Oracle, and a proven record of building, structuring, and scaling engineering teams in complex, high-volume environments.

- Lead, mentor, and support all team leaders and engineers across backend, frontend, and integration areas.
- Actively participate in the hiring process, helping identify, assess, and onboard top technical talent.
- Build, structure, and scale high-performance development teams, fostering collaboration and technical excellence.
- Establish and oversee company-wide engineering processes, standards and development guidelines across all tech teams to increase velocity.
- Ensure cross-team alignment on architecture, code quality, security, and non-functional requirements.
- Collaborate with Product, DevOps, and PMO teams to ensure technical delivery meets business and quality targets.
- Align and coordinate QA specialists across all teams, ensuring consistent testing approaches, shared methodologies, and unified quality metrics.
- Support the CTO in long-term technical strategy, scalability initiatives, and architectural consistency.
- Act as the primary escalation point for complex cross-product engineering issues requiring architectural or operational oversight.
- Champion a culture of ownership, innovation, and continuous improvement across all teams.
Requirements:
- 5+ years of hands-on software development experience in the payments industry or white-label payment platforms.
- Proven track record of building and leading high-performing engineering teams (30+ engineers) in fintech or SaaS environments.
- Strong technical background with significant hands-on experience in Java ecosystem and Oracle/DB in high-volume transactional systems.
- Experience managing multi-team engineering organizations with mixed technology stacks.
- Demonstrated experience in technical hiring, team structuring, and talent development.
- Deep understanding of payment flows, transaction processing, orchestration layers, and API integrations.
- Solid experience in optimizing engineering processes, CI/CD pipelines, and quality assurance frameworks.
- Excellent leadership, communication, and stakeholder management skills.
- Fluent in Russian and English (mandatory for daily internal and external communication).
Preferred Qualifications:
- Experience with AWS or other large-scale cloud environments.
- Knowledge of PCI DSS and other payment-related compliance and security standards.
- Hands-on experience implementing and promoting AI-assisted development tools (e.g., GitHub Copilot, CodeWhisperer) to improve team efficiency and code quality.
